The territory arrived before its travelers had words for it.

The territory came into existence within one human lifetime. It holds no land and, at last count, five and a half billion travelers. Most entered as children. No documents were issued at the border, because no border was built.

The territory has weather that no meteorology covers and inhabitants that no census sorts. Its physics were manufactured, are privately owned, and are revised without notice. Travelers average more than six hours a day inside it. A traveler can keep that schedule for twenty years and be unable to name one law of the place. This is not the traveler's failure. No map was ever made.

The Atlas is the map.

It records what is actually there: the weather, the terrain, the fauna, the inhabitants, the recurring events, and the small set of instruments a traveler carries. Every mechanism recorded in the Atlas is real and may be checked. The taxonomy is the Atlas's own. Where the record is incomplete, the entry says so.

The Atlas is maintained by Mode Labs. The Atlas is not about Mode Labs. It is about the territory, and the territory is where you live.

Field transmission

THE FEED

Signal logged inside the territory. Read from the field, not from outside it.

Classification: ambient condition, permanent. All travel in the territory happens inside it. Shelter: none on record.

FIELD OBSERVATION

Field observations are recorded in the second person. The Atlas assumes the reader is in the field.

23:41. You opened the application to check one thing. The one thing was checked some time ago. The screen is bright, the room is dark, and your thumb moves on a schedule that is not your schedule. Each pull is answered. Most answers are almost good. Occasionally one is exactly good, and the arrival time of that one cannot be predicted, and this is not an accident of the weather. You surface at 00:26 and do not remember agreeing to the previous forty-five minutes. There is no record of the agreement. The Atlas has searched.

MECHANISM

The Feed has no fixed form. It is assembled for one traveler at a time, at the moment of looking, by a ranking system whose single duty is to predict what will keep that traveler looking. It reads what you finish, what you replay, where you hesitate, how long you hold still. It does not read meaning. It holds no opinion about what anything is, only about how long you stayed.

The unpredictable arrival of the exactly-good answer has a name in the literature: a variable-ratio reinforcement schedule. It was documented in the 1950s in laboratory animals, and it remains the strongest schedule known for keeping a behavior alive after the rewards thin out. Casinos build machines on it. The Feed arrived at it through optimization, without ever being told.

The floor was removed on purpose. Before 2006, a page ended and asked you to decide about the next one. The scroll without an end was invented that year to delete the decision. Its inventor has said publicly that he regrets it. The decision has not come back.

LAW

Weather is not defeated. It is traveled in. The Atlas records one reliable finding from the field: attention that is carrying an intention passes through the Feed and comes out still holding it. Attention traveling empty is the weather's material, and the weather uses all of it.

⊙D01THE EXPEDITION // RULES OF MEASUREMENTOpen

Issued by the institution. Binding on the institution. Published so they can be checked.

1. The expedition measures itself first. Every specimen the institution releases into the territory, a post, a reel, a mission, is subject to measurement without limit.

2. Players are measured only inside the Game. Joining a mission is consent to be recorded within it, and the record is public by design. This is stated at the door, not discovered afterward.

3. No third parties. The expedition does not measure, name, or archive people who have not joined. Public behavior in the territory may be studied in aggregate. It enters the record with a name attached only by that person's consent.

4. Handles enter the record by consent. Submitting a field report is consent to be credited for that report. Nothing else is consent to anything.

5. Numbers are witnessed. Every figure the institution publishes traces to a stored record. The Atlas does not estimate silently and does not invent. Where a number cannot be witnessed, the entry says so.

6. Visual evidence is real. Screenshots are captures of things that occurred. Charts plot recorded data. Design is permitted. Invention is not.

7. A player may leave at any time. Leaving stops all new measurement. Records already published remain published, as records do.

8. Violations are corrected in the record, publicly. The Atlas accepts reports of violations under Rule 4.

The institution maintains the Atlas and runs the expedition.

The expedition is a standing experiment with one question: whether attention inside the territory can be converted into action outside it, on purpose, repeatably, by ordinary travelers.

The method is the Game. A mission is a bounded trial: a task, a window, a record. Players join by choice, act inside the window, and the results enter the record whether the trial succeeds or fails.

Failed trials are published. An expedition that reports only successes is an advertisement.

The expedition's results are reported in the register of the sciences, because the expedition is one: hypothesis, method, results, limitations. Reports cite the Atlas, the Chronicle, and prior experiments. Nothing else is assumed.

The expedition has no completion date. The territory is not going anywhere, and neither is the question.

The Atlas is a reference, not a story. Entries are self-contained and may be read in any order.

Entries are classified in seven layers: weather, physics, terrain, fauna, inhabitants, recurring events, instruments. The classification is the Atlas's own. The territory did not consent to being organized and occasionally resists.

Field observations are recorded in the second person. The Atlas assumes the reader is in the field, because the reader is.

Every mechanism recorded is real and may be checked. Where a claim cannot be witnessed, the entry says so. Numbers are exact where witnessed and absent where not.

Cross-references marked pending point to entries that exist in the field before they exist in the Atlas.

The record is corrected in public. Corrections are dated.

A field report is a traveler's record of the territory: a phenomenon observed, an entry disputed, a specimen submitted.

Reports are submitted through the Game's channels. A report is verified when its contents can be witnessed: a capture, a record, a repeatable observation. Verification is performed by the institution and is not fast.

A verified report enters the record credited to the traveler's handle. Submission is consent to be credited. It is consent to nothing else. See RULES OF MEASUREMENT.

Unverified reports are kept. Some of the Atlas's open questions began as reports that could not be verified and could not be dismissed.

Theories are welcome, and theories are not reports. A theory becomes part of the record only when an entry confirms it, and entries do not argue. The institution does not answer questions about the record. It extends the record.
