Issued by the institution. Binding on the institution. Published so they can be checked.1. The expedition measures itself first. Every specimen the institution releases into the territory, a post, a reel, a mission, is subject to measurement without limit.2. Players are measured only inside the Game. Joining a mission is consent to be recorded within it, and the record is public by design. This is stated at the door, not discovered afterward.3. No third parties. The expedition does not measure, name, or archive people who have not joined. Public behavior in the territory may be studied in aggregate. It enters the record with a name attached only by that person's consent.4. Handles enter the record by consent. Submitting a field report is consent to be credited for that report. Nothing else is consent to anything.5. Numbers are witnessed. Every figure the institution publishes traces to a stored record. The Atlas does not estimate silently and does not invent. Where a number cannot be witnessed, the entry says so.6. Visual evidence is real. Screenshots are captures of things that occurred. Charts plot recorded data. Design is permitted. Invention is not.7. A player may leave at any time. Leaving stops all new measurement. Records already published remain published, as records do.8. Violations are corrected in the record, publicly. The Atlas accepts reports of violations under Rule 4.
