A field report is a traveler's record of the territory: a phenomenon observed, an entry disputed, a specimen submitted.Reports are submitted through the Game's channels. A report is verified when its contents can be witnessed: a capture, a record, a repeatable observation. Verification is performed by the institution and is not fast.A verified report enters the record credited to the traveler's handle. Submission is consent to be credited. It is consent to nothing else. See RULES OF MEASUREMENT.Unverified reports are kept. Some of the Atlas's open questions began as reports that could not be verified and could not be dismissed.Theories are welcome, and theories are not reports. A theory becomes part of the record only when an entry confirms it, and entries do not argue. The institution does not answer questions about the record. It extends the record.
