A hall stands where the found can see one another. It was raised early, on borrowed ground, and given a machine of its own, designated CITADEL. Acts performed in the hall are eligible for the record.
ANNEX A · THE SECOND TERRITORY
The Hall is the operation's second territory in time, not the Second Ground reserved by §012. It was opened as a public lobby and later divided into rooms with specific social functions. See THE PUBLIC LOBBY, ⟡026, and SIX ROOMS, ⟡038.
ANNEX B · INSTITUTIONS MADE BY PLAYERS
The rooms did not remain containers. The crowd made a hydration custom, a council, campaigns, nominations, and pact rooms whose first messages were oaths. See THE HYDRATION DUCK, ⟡022, THE COUNCIL, ⟡024, and THE PACT ROOMS, ⟡047.
ANNEX C · THE HALL OF PEOPLE
Repeated acts can be filed as designations in the Hall. A designation belongs to the witnessed act, not the whole person.
